On Term Limits

This just in: Montana has received a below-average score on a report of state government (thanks Gov. BS!).  Term-limits seemed like a good idea, but when you couple that with the Lobbyist Witch Hunt we end up with a government that has lost all institutional knowledge. From the report:

The state’s budget processes themselves aren’t particularly troublesome. But term limits have made the Montana legislature a hothouse, as dozens of new lawmakers, untutored in the ways of fiscal negotiation, debated their way last year into the most tempestuous budget sessions in memory.
